Abstract:
Land cover and land use in the St. Johns River Water Management District based on 1994 and 1995 color-infrared aerial photography.
Purpose:
This data layer was developed to support many of the District's critical projects or programs, including Pollution Load Reduction Goal Development, Land Acquisition, Land Management, Water Supply Planning, Floodplain Management, and Surface and Ground Water Quality Monitoring.
Supplemental_Information:
The data layer covers the entire area within the SJRWMD jurisdiction plus about two miles beyond the SJRWMD boundary.

The photography for the DOQs upon which this layer is based was flown by the National Aerial Photography Program (NAPP) from Jan 1994 through Dec 1995 with the bulk of photos taken in 1994. See the item DOQ95_INFO in the attribute table of gislib.img_idx_doqs for specific photo dates.

The dataset was developed with the following contract specifications; the contractor ran a QA aml on all data to check these specs. All files must import from ArcInfo export files correctly. No edit masks shall be present. Coverages shall exist in DOUBLE precision. Arc and Polygon topology (NET topology) shall be present. During the entire development process, the ArcInfo CLEAN command shall not be performed, directly or indirectly, more than once on each coverage. All coverages shall be flawlessly coordinate edgematched to adjacent coverages. Since product delivery will be in partial sets of coverages, each subsequent delivery shall be flawlessly coordinate edgematched to all previous deliveries. Identically coded polygons shall not be adjacent to each other within a coverage. All features shall exist wholly within the registration coverage tile bounding arcs. No superfluous pseudo nodes shall exist. No superfluous tics shall exist. There shall be no duplicate features. No sliver polygons shall exist. No label errors shall exist. No dangles shall exist. No intersection errors shall exist. The universe polygon shall not possess a label.
Completeness_Report:
Minimum Mapping Units (see also the PI Key for additional guidelines) 1. Upland Classes (FLUCCS Codes of 1000, 2000, 3000, 4000, 7000, 8000) - 2 acres 2. Water and Wetland Classes (FLUCCS Codes of 5000 and 6000) - 0.5 acres 3. Special Cases a. Rivers - Rivers and canals shall be delineated where they are approximately 10 meters or greater in width and can be mapped as continuous features. b. Roads and Railroads - All major transportation corridors shall be mapped. Major transportation corridors shall include all US and State Routes identified on United States Geological Survey (USGS) 7.5 minute topographic quadrangle maps and all other roadways with at least four lanes and a substantial median. c. Utility Corridors - Utility corridors shall be delineated where they are approximately 30 meters or greater in width.

This layer is based upon 1994/1995 digital orthophoto quarterquads. Digital orthophoto quadrangles and quarter-quadrangles must meet horizontal National Map Accuracy Standards (NMAS) at 1:24,000 scale and 1:12,000 scale, respectively. The NMAS specify that 90 percent of the well-defined points tested must fall within 40 feet (1/50 inch) at 1:24,000 scale and 33.3 feet (1/30 inch) at 1:12,000 scale.

To create the data, the orthorectified images were displayed on a computer screen at varying scales of about 1:12,000 or less.

This dataset was developed using an on-screen digitizing approach to capture land use/cover information. Orthorectified images (DOQ) converted from 1:40,000 scale color-infrared photography were displayed on a computer screen at a scale of approximately 1:12,000. This on-screen digitizing approach also utilized stereoscopes for viewing the source photography, together with ancillary information including soils, FEMA floodplains, land parcels, etc. to assist the photointerpretation efforts.

This data layer has been through an extensive review process collaborated by the GIS Division and the contractor, Geonex Inc., to correct major discrepancies using the National Wetland Inventory (NWI), SJRWMD wetland vegetation, and the 1990 land use/cover datasets. This review effort was focused especially on the categories of waters (5000's) and wetlands (6000's).

Enviromental Sciences Division staff conducted a review of coding in the east central Clay County area, with a focus on agricultural land uses. As a result, the LUCODEs for 14 polygons were changed, primarily from field crop (2150) to improved pasture (2110). See for GIS Division staff for details.

Division of GIS staff revised LUCODE values for 1.8% of the total polygons, representing 2.9% of the total area:

1. Added an item REV to the attribute table identifying polygons that were revised. A value of A indicates an attribute change only (LUCODE or LUCODE2); no arcs were revised.

2. Submerged aquatic vegetation: Moved submerged aquatic vegetation codes (6450) to LUCODE2 and populated LUCODE with the appropriate waterbody code.

3. Indian River Lagoon basin: Changed estuaries miscoded river (5100) to estuary (5400).

4. Lakes and Reservoirs: Many lakes were coded as reservoirs, and some reservoirs were coded as lakes. These were revised appropriately.

5. Commercial and Services: Collapsed all 1400 level 3 codes other than 1460 and 1480 into 1400.

6. Extractive: Revised codes 1650-1670 to be consistent with FLUCCS and the rest of the state.

7. Fixed miscellaneous erroneously coded polygons.

A complete and detailed listing of the changes is available upon request, as well as summary files listing the frequency and total area of each land use class before and after the revisions.

The coding scheme is a modified Florida Land Use/Land Cover and Forms Classification System (FLUCCS). A detailed discussion of the coding scheme can be found in the SJRWMD 1995 Photointerpretation Key (PI Key). The PI Key lists each class used in the 1995 land use / land cover layer, along with a detailed description, keys to photointerpretation, a list of similar classes, special mapping conventions if they exist, a sample DOQ image, and a field picture. SJRWMD staff may access the PI Key through GISDOC (Data, Data Users Guides, 1995 Land Use / Land Cover).

For those outside the SJRWMD, the PI Key has been added to the GIS export library on CD#6. The files can also be accessed with a web browser on the SJRWMD web site: www.sjrwmd.com. Follow the links to Data, Geographic Information Systems, Download GIS Data; then locate the 1995 Land Use / Land cover entry in the table, select the download link, and select the lu95_pi_key link. The file keylist.html is the master file from which users can link to all the land use codes.
