METHODS:
Direct interpretation of the 1943 aerial photography was used to map 1943 seagrass
(submerged aquatic vegetation-SAV). The black and white aerial photographs
(1:20,000-scale) were provided by Soil Conservation Service (SCS). Additional
prints were purchased to complete aerial coverage of the entire project area.
All photos are in the District Photo Library. Individual photograph frames were
registered to 7.5 minute USGS quads using Bausch and Lomb Zoom Transfer Scope.
Mylars illustrating the 1990 shore line were overlaid on each USGS quad. A blank
sheet of mylar was overlaid on top of the shoreline mylar and USGS quads, and
1943 shoreline polygons were delineated and labeled directly from aerial
photographs onto the mylars. The mylars then were proofed and edgematched to
the surrounding quads before digitizing. SAV polygons were classified based on
density and a confidence code used to define interpreter's confidence in the SAV
density. Refer to tables below:

The 1943 hand-drawn SAV and shoreline mylars were digitized separately to allow the
same 1943 shoreline coverage to be used for both 1943 SAV and 1943 shoreline coverage.
The digitizing steps were as follows:
1) Register mapping mylar.
2) Digitize using standard configuration.
3) Label SAV code.
4) Add confidence item to the coverage labels.
5) Edgematch coverage to surrounding coverages.
The final SAV coverage was then unioned with the 1990 shoreline coverage. A "savshore"
item was added. This item was calculated by summing the 1990 shoreline label values
with the 1943 SAV label values. This summation resulted in the final SAV codes.

NOTES:
Because of the poor water penetration of black and white photography, seagrass beds
in deep water were not detectable. Seagrass bed edges were therefore delimited only
where seagrass could be visually identified. As a result, a confidence item value of
1 was given indicating uncertainty in the coding of 0 or 10 for the SAV item. It
should be noted that for sections of the lagoon, where SAV item was marked 0 or 10
with a confidence item of 1, does not imply there was no SAV. This combination
implies that SAV could not be detected by the photography. In sections of photography
where the bottom could be seen without the SAV, a coding of 0 or 10 was labeled along
with a confidence item of 2 or 3.
There is an item in the attribute table 'DEN43'. Ron Brock Meyer spoke to Dr. Robert Virstein and reviewed the features involved. These polygons are in Mosquito Lagoon in an area that is substantially deeper than where seagrass was present then or now. After looking at all available information, it was decided that these were not likely to be seagrass, but rather more likely to be drift algae. The code was added to indicate our uncertainty...and our "feeling" that it was more likely drift algae. Considering this was done from 60 year old black and white photography and that there was obviously no chance to ground truth, it was our attempt to correct what we thought was miscoded.

METHOD OF QA:
The coverages were received in batches on a 8mm tape. The coverages were in double
precision. The coverages were reprojected to UTM, HPGN and the units to meters. An item
'EDGE' was added to the arc attribute tables of all the coverages and CALCULATEd
as "leftpoly = 0 OR rightpoly = 0". This was done so that during mapjoing process, the
quad boundaries were dissolved. Individual quad maps of seagrass coverages were printed
at the same scale as the source mylars (1:24,000) and checked for errors. The printouts
were overlaid on the source mylars and checked for daylight as well as coding errors.
Few minor errors were detected and corrected. Printouts of digitized maps were overlaid
(at same scale) with aerial photographs. Dr. Robert Virstein compared a sample of 15
photos to digital maps, checking each polygon within the photo boundaries for polygon
coding and location. Known errors were corrected.
